i still think it was belco, even though he is dead already. First he wated to kill richmond, than the teacher. I think he was just trying to draw attention away from himself.

Bones
the bones on the site would cause it to be designated as a sacred site and construction would halt. The Mayor would be unable to fulfill this promise but the tribe would be able to have more land and access to this really choice land.
