This has always bothered me--anyone have any input?

In Season 2, when Tuco kidnaps Walt and Jesse, he takes them to Tio Hector’s hideaway in the sticks. There is no one else around and yet there is a stack of firewood by the stove and a small shine with lit votives on top of it.
Since Tio cannot obviously perform any self care, who has been seeing to his needs? Has Gus set him up with some sort of home health aid, or what?
After Tio is discovered after the shootout with Hank and Tuco, then Tio became a ward of the state. But what about before? If anyone has an answer, let me know, otherwise
I hope we see a major flashback explaining this.
