The key here is to provoke without really revealing. Marilyn's oft-imitated "hold down the skirt" photo is clean enough to be poster material. Madonna's "Vogue" video, in which she wore a sheer blouse, pushed MTV's censors to the limits. Shocking? More like a tease.
